Autumn 2025 Budget: Key Apprenticeship Changes

The Autumn 2025 Budget has introduced significant reforms to the UK apprenticeship system, aimed at reshaping how employers fund and support apprenticeships. These changes will take effect from August 2026, giving organisations time to prepare for the transition.

Headline Changes

  • 10% top-up removed for levy payers
Levy-paying organisations will no longer receive the additional 10% top-up from government funds. This marks a shift towards greater employer responsibility in managing apprenticeship budgets.

  • 12-month spending window for levy funds
Employers paying the levy will now have 12 months to spend their allocated funds. Any unused funds after this period will expire, encouraging proactive planning and investment in apprenticeship programmes.

  • New funding ratio once levy funds are exhausted
When levy funds run out, organisations will revert to a 75% government / 25% employer contribution ratio, replacing the current 95% / 5% split. This change increases the financial commitment required from employers once their levy pot is depleted.

  • Extended 100% funding for small employers
Businesses with fewer than 50 staff will continue to benefit from full government funding for apprenticeships, but eligibility will now extend to apprentices aged 16–24 (previously 16–21). This widens opportunities for young adults to access fully funded training.

Timeline

  • April 2026 – Apprenticeship minimum wage rises to £8 per hour.
  • August 2026 – All apprenticeship funding changes come into effect

Apprenticeship Minimum Wage Increase

From April 2026, the apprenticeship minimum wage will rise from £7.55 to £8.00 per hour. For a full-time apprentice working 37.5 hours per week, the impact is clear:

National Apprenticeship Minimum Wage Difference 2026

This represents an annual increase of £877, a meaningful uplift for apprentices and a consideration for employers budgeting wages.

National Insurance Relief

Employers will continue to benefit from no National Insurance contributions for apprentices:

  • Under 25 years old
  • Earning less than £50,000 per year

This applies not only to new hires but also to existing employees undertaking apprenticeships as part of upskilling initiatives.

What This Means for Employers

  • Levy payers must plan carefully to maximise their 12-month spending window and prepare for higher contribution rates once funds are exhausted.
  • Small businesses gain extended access to fully funded apprenticeships for young adults up to age 24, strengthening recruitment and retention opportunities.
  • All employers should factor in the wage increase from April 2025, while continuing to benefit from NI relief for eligible apprentices.

Conclusion

The Autumn 2025 Budget signals a clear shift towards shared responsibility in apprenticeship funding. While levy payers face tighter rules and higher contributions, small businesses gain broader support for younger apprentices. Combined with wage increases and NI relief, these reforms aim to balance financial sustainability with opportunities for learners and employers alike.
